ENERGY ASSISTANCE FOR LANGLADE COUNTY

Langlade County Social Services operates the Home Energy Plus program which includes the Wisconsin HomeEnergy Assistance Program (WHEAP) and Weatherization Assistance Program (WAP). WHEAP provides assistance for heating costs, electric costs, and energy crisis situations. WAP helps renters and homeowners reduce their energy consumption. Households may be eligible for these programs based on a number of factors such as household gross income, household size, and energy costs. WHEAP assistance is a one-time payment during the heating season (October 1 – May 15). The payment is intended to assist the resident with their energy costs.

Energy Services, Inc. provides financial assistance for fuel bills for income-eligible people. Heating Assistance is a one-time benefit payment during each heating season (October 1-May 15). It is intended to help pay a portion of clients’ heating costs it is not intended to cover the entire annual cost of home heating. In addition, this office administers funds to help eligible residents pay their electric bills, even if electricity is not their primary source for heat.

Wisconsin Rural Development delivers a variety of assistance through its Rural Housing Service, to support the housing needs of rural people (residing in communities up to 20,000 population) who are unable to get a conventional loan from a bank or other lending institution. The Guaranteed Rural Housing Loan Program provides moderate-income families with access to affordable home ownership in eligible rural areas. JOB ACCESS LOAN PROGRAM

Job Access Loans are short-term, no interest loans designed to assist eligible individuals to meet emergency needs that support obtaining or maintaining employment. Wisconsin Works (W-2) eligible individuals must apply through a Financial and Employment Planner (FEP) and develop an acceptable loan repayment plan. Job Access Loans typically are to be repaid within a 12-month period, but may be extended up to maximum of 24 months in individual circumstances. Job Access Loan monthly repayments can be made in two ways: in cash or through a combination of cash and volunteer community service. Job Access Loan uses might include, but are not limited to, the following:*Assistance in paying for car repairs necessary for obtaining or maintaining employment.*Car Loans enabling participants to access transportation to work.*Required employment clothing/uniforms or equipment expenses.*Rent or security deposits, if related to employment (relocation, etc).*Moving expenses to a new area for obtaining or maintaining employment. The W-2 agency determines eligibility for Job Access Loans and administers the issuance and repayment of the loans. For participants who have been approved to partially repay the loan through volunteer community service, the W-2 agency will also monitor and verify the community service. Most individuals meeting W-2 agency requirements are potentially eligible for Job Access Loans. Minor teen parents must meet special requirements to receive a Job Access Loan. To qualify for a loan, the individual will be required to verify that they cannot reasonably obtain payment for the specific items through any other source.

KINSHIP CARE PROGRAM – WOOD COUNTY

Kinship Care is a program designed to help support a child who resides outside of his or her own home, either temporarily or for the long term, with a relative (such as an adult brother or sister, a first cousin, a nephew or niece, an uncle or aunt or a grandparent, among others). Each placement is assessed to determine if there is a need for protection or services. A criminal background check, of all adults having contact with the child and every adult living in the home is mandatory along with a home visit.

PARTNERSHIP FOR PRESCRIPTION ASSISTANCE

Our mission is to increase awareness of patient assistance programs and boost enrollment of those who are eligible. The Partnership for Prescription Assistance offers a single point of access to more than 475 public and private patient assistance programs, including more than 150 programs offered by pharmaceutical companies. Eligibility: Patients who do not have prescription coverage and are having trouble affording their medicines.

PROPERTY TAX DEFERRAL LOAN PROGRAM

Offers loans to assist lower income owner occupants age 65 or a qualified veteran, total household income can’t exceed $20,000, must be current on your property taxes – it will not help pay any back taxes. Maximum loan amount is $3,525 or the higher of your tax bill. Outstanding mortgage or loan cannot be more than 33% of the appraised value of the home. This is a loan and a lien will be put on your property. There is a fee for the loan that covers the title search fee, the Broker Price Opinion and recording the lien. Program runs from January 1 through June 30th.

Eligibilities: Taxpayers with income under $42,000 without business ownership, rental property or capital gains. Intake procedure: Returns prepared on a first come first served basis. Free tax preparation assistance for federal, state, and Homestead tax returns by NTC accounting students and other community volunteers. Free electronic filing offered. The VITA program offers free federal, state and Homestead tax return preparation by IRS certified volunteers. To qualify, taxpayers must have an adjusted gross income of $51,000 or less, not own any rental property, have no capital gains, and not own a business or farm. Free electronic filing is offered. This VITA site operates Tuesdays from 5-8 pm Saturdays from 9am-2pm in February, March and April. (until April 15th). Please call for an appointment.

WISCONSIN FUND

Government grant program serving Marathon County residents designed to help replace failing private, on-site sewage systems, if they are discharging waste: *To the surface *Into the zone of bedrock, surface water or ground water, or *Into ground within 3 feet of seasonal saturation or ground water The failing private sewage system must have been constructed prior to July 1, 1978 family income must be under $45,000/yr. (If the family income is over $32,000/yr, the grant amount is pro-rated).

WISCONSIN RAPIDS HOUSING REPAIR PROGRAM (CITY ONLY)

Community Development Block Grant funds are available to City of Wisconsin Rapids low-income home owners to make necessary repairs to their homes at a 0% simple interest 30 yr deferred loan due upon the sale of the home or when the owner no longer lives in the house. Funds are available to assist landlords with necessary repairs for their properties, 7 units or less at 4% interest rate. A commitment must be made to rent to low income tenants for 5 years. Funds are also available for home buyers for a down payment and closing fees.

WISLOAN PROGRAM

An alternative loan program to help people with disabilities that live in Wisconsin and wish to try assistive technology or adaptive equipment, or make accessibility modifications to their homes. Anyone can apply if they have a disability or are purchasing assistive technology for a person with a disability and are a resident of Wisconsin.

WOOD COUNTY ENERGY ASSISTANCE

Energy Assistance provides financial assistance for fuel bills for income-eligible people. Heating Assistance is a one-time benefit payment during each heating season (October 1-May 15). It is intended to help pay a portion of clients’ heating costs it is not intended to cover the entire annual cost of home heating. In addition, this office administers funds to help eligible residents pay their electric bills, even if electricity is not their primary source for heat. Crisis assistance is also available.
