A program fund set up to help individuals with disabilities purchase telecommunications equipment necessary for affordable access to essential, basic telephone services, in compliance with the 1993 Wisconsin Telecommunications Bill. Applicants may get special telephone equipment through the Universal Service Fund, by applying for and receiving a TEPP voucher. Different disability categories get different voucher amounts.
